You are correct on one assertion but incorrect on the other.
You are correct in stating that the world will never be free of nuclear weapons and that we need to maintain a sharp technological edge, not only in nuclear technology guides, but other technology too.
You are wrong to state that Russia is not a threat to the US or to democracy. It remains an existential threat. You have simply to look at the manipulation of natural gas resources, the desperate and fearful pleas of Estonia, Latvia, and Lithuania, along with the Ukraine, for the passage of the treaty, and the facilitation of the proliferation of this technology by Russia to the world’s bad actors.
Putin, former head of the KGB, is not part of the solution. He is part of the problem and Russia is not reformed, however much window dressing the thugs apply.
